The Blue Chip Card is your student identification card and your campus debit card. This ID/debit card allows you privileges and services at the university. The debit card system allows students to have money on their account to make purchases on or off-campus at specific locations. Please read this agreement prior to using your Blue Chip account. This agreement describes and governs the use of the Blue Chip account.

Agreement Terms
In this agreement, the words you, your and yours refer to the actual cardholder for whom the Blue Chip Card was issued, and for whom use of the Blue Chip account will be held contractually liable. The use of us, we and our refers to the Central Connecticut State University Blue Chip Card Office.

Acceptance of Agreement
By initiating deposits and transactions on your Blue Chip account, you have agreed to the terms and conditions of the agreement as set forth.

Activation
A Blue Chip account is a prepaid debit account, and is activated when any form of payment is made. A deposit of cash, check, or credit card can be made at the Cashier's Office (Memorial Hall), and at the Card Office, located in the Student Center Rm. 106.


Additionally, you may activate your account by making a cash deposit at any of the five Card Value Centers located in the Library, Student Center, Police Station (open 24 hrs), Microcomputer Lab, and Sheridan Hall lobby. Additional deposits can be made at any time.

Usage
Central Connecticut State University and the Blue Chip Card Office are not responsible for the refusal to accept or honor your Blue Chip accounts by any of the participating establishments under, but not limited to, the following circumstances:

  • There are insufficient funds in your account at the time the purchase is requested.

  • The equipment being used by the merchant, or office initiating the transaction is not functioning correctly at the time the transaction is attempted.

  • Your account has been temporarily or permanently suspended due to violation(s) of this agreement.

  • Your Blue Chip Card has been reported as lost.

Liability for Unauthorized use of The Blue Chip Card
You agree that you will only use your Blue Chip account for personal, family, and household purposes. Your account may be used to purchase goods or services from participating establishments on and off the Central Connecticut State University campus. If your Blue Chip Card is lost or stolen, you must notify the Blue Chip Card Office immediately, or call the CCSU Police Department (832-2375) to prevent unauthorized use of your card.

Unauthorized use means the use of your Blue Chip Card to purchase goods or services through your Blue Chip account by a person, other than you, who does not have actual, implied, or apparent authority for such use, and from which you receive no benefits. Your maximum liability for unauthorized use of your lost or stolen Blue Chip card is $50.00, provided we are notified within two (2) days. If notification is made after two (2) days but within sixty (60) days, your maximum liability for unauthorized use of your lost or stolen card is $500.00. If you do not inform the Card Office or Police Station about a lost or stolen card, you will be responsible for any charges made against your debit account.

You can report your card as lost or stolen by calling the Blue Chip Card Office at (860) 832-2140 during office hours.

 

During non-Card Office hours, report lost or stolen cards to the CCSU Police Department at (860) 832-2375. Once the Blue Chip Card Office has been notified, your Blue Chip account will be put on hold, disallowing further transactions on the account.

Upon issuance of a replacement Blue Chip Card, your remaining cash balance will be transferred to your new Blue Chip Card. You will be responsible for unauthorized transactions resulting from the loss or theft of your Blue Chip ID Card.

A fee will be charged for replacement of lost, stolen, or damaged cards. The initial Blue Chip Card for all students is made at no charge.

The first replacement card is $15, all other replacement cards thereafter are $25.

Error Resolution Procedure
If you feel a charge has been transacted on your account which you did not authorize, you must notify the Blue Chip Card Office as soon as such a non-authorized transaction is discovered. Include information on the date and amount of the transaction, as well as any other information you feel is necessary to help the staff investigate the claim. You may request a printout of your account history.

Miscellaneous
You may receive a receipt for each cash deposit that is made to your Blue Chip account at the Card Value Center, provided you request one from the machine. The Card Value Centers can only accept cash deposits. Checks can be deposited onto your Blue Chip account at the Card Office or the Cashier's Office. Deposit checks received by mail will be processed within 24 hours from the day they are received. Checks received in the Cashier's Office are available by the next business day.

Cancellation of your Blue Chip Account
Your Blue Chip account is designed to be a continuous benefit and service to you for your entire career as a student, faculty, or staff member at Central Connecticut State University. You can not withdraw cash from your Blue Chip account. Once funds have been deposited, the account can be closed and all funds refunded for a fee of $10.

You should anticipate spending your account balances or leaving the balance intact over holidays and school breaks. Upon your withdrawal or graduation from the university, you must submit, to the Card Office, a written request for a refund of your account balance at no charge.

Account Activity Statement
You will not be receiving itemized statements for the transaction activities on your account. However, when you make a purchase at a vendor (on or off-campus), most will give you a receipt upon request. This receipt will show your balance. Also, when you swipe your card through any vending or copy machine on campus, whether you are making a purchase or not, your balance will electronically be shown. You may also request a printout of the activity on your account from the Card Office. Information concerning Blue Chip transactions will only be released to cardholders in compliance with the Family Educational Rights and Privacy Act of 1974.
